come on Mike, lipa obviously is threatening this so that they will have the town begging to bury the lines. if they announced that they planned on burying them in the first place, there would have been a protest just as strong against that.
right now the town would let lipa bury the lines through their backyard , through a school and then through a cemetary. looks like their plan worked.
